Anticipating a new regulatory requirement: The REEN Law

Located in northern France, the urban community of Beauvaisis needed a clearer picture of energy consumption for its digital tools and facilities to identify potential improvement. To guide it through this process, the community brought in experts from Orange Business. Now, the local government has a practical roadmap to reduce its digital carbon footprint and comply with France’s REEN law (Reducing the Environmental Impact of Digital Technology), which required all municipalities and communities with over 50,000 residents to develop a responsible digital strategy by January 1, 2025. This meant taking concrete steps to reduce the environmental footprint of digital tools and uses.

To identify potential areas for improvement, the community has a roadmap for reducing its digital carbon footprint.

Bringing in experts for a clearer perspective

How sustainable are Beauvaisis’s IT purchases, data center operations, service consumption, hardware reuse, and eco-design of sites and apps? Without expert support, a precise answer was impossible. Aware of this, the IT Director chose Orange Business to conduct the assessment, a first step toward a responsible digital maturity diagnosis, as required by the REEN law.

Improving our digital carbon footprint

Orange Business’s methodology, honed through many engagements with public sector clients, began with defining the project scope: all of Beauvaisis’s territory. Next, Orange Business conducted a complete inventory of equipment, followed by seven thematic questionnaires on responsible digital practices.

Based on these findings, Orange Business produced a deliverable: a work plan that enables the community to begin its transformation. The recommendations meet REEN’s regulatory requirements for the 2025 deadline and give Beauvaisis a valuable roadmap for more responsible digital use.

Thanks to Orange Business, Beauvaisis now has clear visibility into its digital carbon footprint (2.5%) and a roadmap for making sustainable progress. The community has identified the main topics to address and is ready to move forward on its responsible digital strategy.
